He was appointed city attorney of Huntington in 1897. In the following year he won an appointment as assistant United States district attorney for the southern district of West Virginia, which he held until 1905, when he was appointed to the district attorneyship.

 

That service was interrutped by his appointment by President Taft as envoy extraordinary and minister plenipotentiary to Colombia, Central America, in 1909, a post which he held with distinction until 1911, when he was transferred to a similar post in Nicaragua.

 

He held the Nicaraguan portfolio until December, 1911, when he was sent by the government as envoy extraordinary and minister plenipotentiary to Venezuela, and remained at that desk until 1913. Upon his return to Huntington he retired from public life for a short time but his service again came in demand and in 1915 he was appointed by Governor Hatfield to be a member of the State Public Service Commission. Shortly afterward he was appointed chairman of the commission, resigning when Governor Cornwell took office.

 

In 1922 he was again appointed United States district attorney for the southern district of West Virginia, in which office he created a record for efficiency in prosecution of criminal cases on behalf of the government which drew nationwide comment and commendation, both informal and official.

 

He was appointed United States Circuit Judge, April 6, 1927. Judge Northcott accepted qualified retirement on October 15, 1939 but subsequently carried on special work and sat with the court periodically.

In 1917 he served with the Second West Virginia Infantry in the Mexican border campaign, and afterwards served in the Army in World War I.

 

In the administration of Governor William G. Conley, he was a member of the State Game, Fish and Forestry Commission, serving as chairman for one year. For 25 years he was a director of the Burley Tobacco Growers Cooperative Association.

 

He was former vice-president of the Cabell County Farm Bureau and for a number of years had been associated with the Farm Bureau movement. In 1948 he was a candidate for the Republican nomination for state commissioner of agriculture. He was appointed a Kentucky Colonel by Governor Wetherby about a month before his death.

 

He was a member of Trinity Episcopal Church, Huntington Post 16 of the American Legion, Huntington Lodge 313, BPOE, the Gypsy Club, the Masonic Lodge, the Order of the Shrine, the Knights Templar.
